Is it Ok to skip lower body training if I'm doing high intensity cardio?

It depends on what your goals are. If you are looking to lose fat or maintain health then HIIT (High Intensity Interval Training) and weight-lifting are two entirely different entities.
HIIT is high intensity but low load ... it will help improve speed and burn calories, but it won't provide all of the benefits of increased muscle strength and bone density that lifting does. I rarely skip lower body training even though my leg development far outweighs my upper body simply because the leg workouts not only help burn calories and strip fat, they also improve the strength of my ankle, knee, and hip joints for overall health.

If your goal is maximum muscle mass, again, leg training is key because the heavy lifts (squats and dead-lifts) are known to be superior to most exercises for building overall mass (even in your upper body) and may have some beneficial impact on your hormone response to training as well.

On the other hand if I'm going to miss a workout, it's probably lower body because my upper body development deserves to be prioritized.

Bottom line is a balanced routine will call a spade a spade - lower body training is not cardio and cardio is not lifting, they serve two separate and distinct purposes.
